This book is arranged into two sections. The first, which comprises
chapters 1 through 3, is largely theoretical. It defines the CNN effect,
outlines the central methods used to demonstrate cases of its occur-
rence, presents a novel approach to reviewing such cases, and assesses
the relationship between the CNN effect, war, and foreign policy. The
second section, which incorporates chapters 4 through 7, uses the model
outlined in the first section to assess if the CNN effect played a role in
pushing the West into war over Kosovo.
