5.8 Discussion and Overview
The LEED-NC 2.2 Reference Manual lists all the credits in the Materials and Resources
category as requiring Construction Phase Submittals. This is so for a variety of reasons.
Three of the main reasons are the following:
• Contractors have control over the waste materials and their disposal. It is
important to keep track of tipping sheets, etc.
• Many of the material specifications and shop drawings are done or furnished
by the contractor. These determine a lot of the material makeup.
• Most of the materials are purchased by the contractor, so the contractor has
decision-making capabilities for where the products come from with respect to
both local materials and makeup of the materials for recycling, reuse, FSC
certification, etc.
It is very important that an effective material tracking program be set up and
maintained during the entire construction phase. These requirements should be
explained well in the construction documents and periodically reviewed to make sure
that the expectations are being met.
