United Kingdom, consisting of the boroughs of Tiergarten, Charlottenburg,
Wilmersdorf and Spandau; France, consisting of the boroughs of Wedding and
Reinickendorf; the Soviet Union, consisting of the boroughs of Mitte, Prenzlauer
Berg, Pankow, Weissensee, Friedrichshain, Lichtenberg, Treptow and Köpenick.
