3.5 LAWS, REGULATIONS AND OTHER ACTIONS AT THE FEDERAL LEVEL
3.5.1 THE LAWMAKING PROCESS
The primary function of Congress is the making of laws, and the legislative process comprises a
number of formal steps. The work of Congress is initiated by the introduction of a proposal in one
of four principal forms: the bill, the joint resolution, the concurrent resolution, or the simple reso-
lution. The bill is introduced to the appropriate committee for consideration. Following public hear-
ings and markup sessions, the bill is forwarded to the House floor for consideration. After a measure
passes in the House, it moves on to the Senate for consideration. A bill must pass both bodies in the
same form before it can be presented to the President for signature into law. After both the House
and Senate have passed a measure in identical form the bill is considered “enrolled.” It is sent to the
