About the Authors
JULIAN THORNTON is involved in numerous professional water-
related activities. He specializes in water loss management and
has practiced in many locations around the world, including the
United States, Canada, the United Kingdom, Africa, the Middle
East and Asia. He has been a member of the American Water
Works Association’s Water Loss Control Committee for the past
16 years and is currently chair of the subcommittee writing the
third edition of the AWWA M36 publication Water Audits and
Loss Control Programs. Mr. Thornton is also an active member of
the International Water Association’s Water Loss Task Force and
is internationally recognized as an expert in pressure management
as a water loss control technique.
REINHARD STURM has specialized in water loss management since
the early stages of his professional career and is currently in charge
of west coast operations for Water Systems Optimization, Inc.
(WSO), a water loss management consulting firm. He has worked
in many locations throughout the world, including Asia, Africa,
Eastern Europe, and North America. Mr. Sturm served as
coprincipal investigator for the research project “Leakage
Management Technologies” sponsored by the American Water
Works Association Research Foundation. During the 3 year effort
that ranked this project as one of the largest water loss research
projects ever conducted in the United States, Mr. Sturm was
responsible for the evaluation of current leakage management
technologies and their transferability to North America. Mr. Sturm
is an active member of the American Water Works Association’s
Water Loss Control Committee and the International Water
Association’s Water Loss Task Force. He also serves as an advisor
to the California Urban Water Conservation Council on the
revision of the Council’s Best Management Practice 3 (BMP3)
“System Water Audits and Leak Detection.”
GEORGE KUNKEL, P.E. is a registered professional engineer with the
Philadelphia Water Department in Philadelphia, Pennsylvania.
He has been very active in implementing water loss control
measures in the City of Philadelphia and promoting the need for
improved water efficiency in utility operations throughout North
America. Mr. Kunkel is very active in the American Water Works
Association, having served as chair of the Water Loss Control
Committee and as a trustee in the Distribution & Plant Operations
Division. He has participated in a number of water loss research
projects and surveys and has presented workshops on water loss
control methods in several states. He is a coauthor of the AWWA
Free Water Audit Software and technical editor for the
subcommittee writing the third edition of the AWWA M36
publication Water Audits and Loss Control Programs. Mr. Kunkel is
also a member of the International Water Association’s Water
Loss Task Force.
