Working-class intellectuals like Hoggart and Williams saw their
task as endorsing the culture of common people against the
canonical elitism ("high culture") of the middle and upper classes.
They celebrated the "authentic" popular culture of the new
industrial working class.
Their focus was on how culture is practised and how culture is
made - or how cultural practice leads different groups and classes
to struggle for cultural domination.
