              A leading authority on program and project management, Dragan
              Milosevic earned his credentials as a project manager in the private
              sector managing large projects around the world. As associate pro-
              fessor of engineering management at Portland State University, he
              has developed practical tools and innovative approaches to the tra-
              ditional and current challenges of project management. And as a con-
              sultant with Rapidinnovation, LLC, an executive consulting company,
              he helps leading companies streamline their project and program

              management models to ensure profitability. He has more than
              25 years’ experience in program and project management theory and
              practice. He has worked in this field at a wide range of blue-chip com-
              panies. He has managed projects worth more than $600 million with
              partners from over 50 countries. Dragan Milosevic has written exten-
              sively, and his work has been published in major academic and man-
              agement publications around the world. His book,  Project
              Management Toolbox (Wiley), received the Project Management
              Institute’s (PMI’s) the David I. Cleland Project Management Literature
              Award for 2004. Professor Milosevic holds a B.S., an MBA, and a
              Ph.D. in management, all from the University of Belgrade. He also
              conducted project management seminars for the PMI. He also holds
              PMP designation (#466).
              And Ozbay holds a B.S. in industrial engineering and an M.S. in sys-
              tems engineering from Bogazici University, Turkey. He is currently a
              Ph.D. candidate at Portland State University in the systems
              science/engineering management program. His Ph.D. research is
              focused on multi-organizational software projects. Ozbay has presented
