THE NINE-TARGET MODEL: THE INDICATORS
OF VISION
There are a number of fundamental areas and processes an organizational
analysis should consider. Whether the diagnosis is concerned with a single
function or with all organizational functions that may be under your direc-
tion, you and the steering committee should consider which targets should be
selected. There are nine primary organizational targets that determine the
health of your organization. Once assessed, the present status of these nine
areas should provide a clear picture of the overall well-being of your function.
We call these targets indicators of vision because they are your starting point
for what you want the organization to become. They indicate the number and
nature of the organizational issues needed to achieve your vision.
Target 1. Purpose, values, planning, and goals
Target 2. Leadership, delegation, and accountability
Target 3. Politics, power, and culture
Target 4. Recognition, rewards, and incentives
Target 5. Relationships, communication, and teamwork
Target 6. Leadership development and talent management practices
Target 7. Resources and technology
Target 8. Innovation and continuous improvement

AND GOALS
The purpose, or mission, is a succinct statement of corporate or functional pur-
pose. It states why the organization is in business—what it is trying to achieve.
