In September 2001 the Council of Europe adopted a recommendation concerning illegal or
harmful content on the Internet. The recommendation proposes guidelines for member
governments concerning measures that need to be taken in co-operating with the Internet
industry. It also stresses the importance of Europe-wide and international co-operation to
counteract the distribution of illegal and harmful content, such as obscene and racist material.
The recommendation is unlikely to be incorporated into domestic law in the immediate
future.
