whereas the capacities of each fiber are increasing. This may be a
short-term anomaly in the industry, but one can expect that new
fibers will carry considerably more traffic than older systems. Notice
that in 2002 the number may begin to rise again because by then the
capacities may be exhausted. However, the amount of traffic carried
on each new fiber will be exponentially higher. This anomaly may be
one that uses up the existing capacity, or it may be representative of
the need for new miles in rural and remote locations.
