                    Stabilizers must be capable of unattended operation and to stand
                    fail-safe operation.
                    Stabilizers must be equipped with simple but reliable control
                    system.
                    They should be designed in a way to make them accessible for easy
                    dismantling and reassembly in the field.
                    Maintenance of stabilizers should be made simple and straight-
                    forward.
