Develop Project Team for a software project is concerned with improving the competencies, team interactions,
and overall team environment to enhance project performance. For software projects this is a nested, recurring
pattern that happens continuously on cycles of exploration and feedback that typically occur on hourly, daily,
weekly, biweekly, and monthly iteration cycles.
