WASTE MANAGEMENT GOALS AND OPPORTUNITIES 345
Subsector 237, heavy and civil engineering construction, comprises establishments
involved in the construction of engineering projects. Subsector 238, specialty trade
contractors, comprises establishments engaged in specialty trade activities generally
needed in the construction of all types of buildings.
Force account construction is construction work performed by an enterprise pri-
marily engaged in some business other than construction for its own account and
use, using employees of the enterprise. This activity is not included in the con-
struction sector unless the construction work performed is the primary activity of a
separate establishment of the enterprise. The installation and the ongoing repair
and maintenance of telecommunications and utility networks are excluded from
construction when the establishments performing the work are not independent
contractors. Although a growing proportion of this work is subcontracted to inde-
pendent contractors in the construction sector, the operating units of telecommuni-
cations and utility companies performing this work are included with the telecom-
munications or utility activities.
24.2 Waste Management Goals
and Opportunities
The majority of solid waste generated by this sector is stone, wood, and construction
and demolition debris. Table 24.1 displays the composition breakdown based on survey
results.
As shown in the table, the recycling rate for this sector is approximately 21 percent.
As derived from the solid waste evaluation model discussed in Chap. 12 the equation
that estimates the annual waste generation per year per employee for this sector can
be calculated from the following:
Tons of solid waste generated per year = 3.54 × number of employees + 11.8
Most construction and demolition (C&D) recycling sites accept the following
materials:
■ Untreated and treated wood
■ Shingles
■ Sheetrock (gypsum/drywall)
■ Plant-mixed asphalt
■ PVC piping
■ Plastic buckets (open)
■ Brick
■ Concrete
