70 BACKGROUND AND FUNDAMENTALS OF SOLID WASTE ANALYSIS AND MINIMIZATION

Diagnostic Center [EADC] program) since 1976. The program is funded through the
U.S. Department of Energy’s Office of Industrial Technologies (U.S. Department of
                 Energy, 2001).
The industrial assessments provide an in-depth assessment of a plant site; its facil-
ities, services, and manufacturing operations. This term is used to refer to a process
which involves a thorough examination of potential savings from energy efficiency
improvements, waste minimization and pollution prevention, and productivity
improvements. Assessments are performed by local teams of engineering faculty and
students from 26 participating universities across the country. The 26 participating
                 universities are

1 Arizona State University, Tempe, AZ
                   2 Bradley University, Peoria, IL
3 Colorado State University, Fort Collins, CO
4 Loyola Marymount University, Los Angeles, CA
5 Iowa State University, Ames, IA
                   6 Lehigh University, Bethlehem, PA
7 Mississippi State University, Mississippi State, MS
8 North Carolina State University, Raleigh, NC
9 Oklahoma State University, Stillwater, OK
10 Oregon State University, Corvallis, OR
11 Rutgers University, New Brunswick, NJ
12 San Diego State University, San Diego, CA
13 San Francisco State University, San Francisco, CA
                  14 Syracuse University, Syracuse, NY
15 Texas A&M University, College Station, TX
16 University of Dayton, Dayton, OH
17 University of Florida, Gainesville, FL
18 University of Illinois at Chicago, Chicago, IL
19 University of Louisiana at Lafayette, Lafayette, LA
20 University of Massachusetts, Amherst, MA
21 University of Miami, Coral Gables, FL
22 University of Michigan, Ann Arbor, MI
23 University of Texas at Arlington, Arlington, TX
24 University of Utah, Salt Lake City, UT
25 University of Wisconsin-Milwaukee, Milwaukee, WI
26 West Virginia University, Morgantown, WV

The assessment begins with a university-based IAC team conducting a survey of the
eligible plant, followed by a 1- or 2-day site visit, taking engineering measurements as
a basis for assessment recommendations. The team then performs a detailed analysis for
specific recommendations with related estimates of costs, performance and payback
times. Within 60 days, a confidential report, detailing the analysis, findings, and recom-
mendations of the team is sent to the plant. In 2 to 6 months, follow-up phone calls are
placed to the plant manager to verify recommendations that will be implemented.
