framing over the entire period was 50.3 percent pro Albanian, it was
80.5 percent pro Albanian in the two-week periods immediately after
the massacres. This trend developed incrementally as massacres accu-
mulated. After Drenica, framing was 62.5 percent pro Albanian; after
Gornje Obrinje, it increased to 82.4 percent; after Racak, it grew to
87.5 percent. Three other periods also recorded sharp increases in
pro-Albanian framing that were not related to the CNN effect. These
were during the period surrounding NATO exercise Operation
Determined Falcon in mid-June, the passage of UN Resolution 1199
and NATO activation warning during the third week of September,
and the final week before the war.
