42 | THE PROFESSIONALISM OF POLITICAL COMMUNICATION

                  NOTES
                  1. Leon Mayhew (1997) uses the word ‘rationalisation’to describe a similar idea.
                  2. There is evidence that politicians did receive some advice on how to use different
communication media in the 1930s.(See Cockett,1992)
                  3. Davis quotes 1998 figures which suggest that only 0.7 % of Institute of Public Relations
                     members are employed in,or by,central government.(2002,p.22)
                  4. One of the issues that does require some attention is the relationship between the
professional cadre and the party hierarchy. Who makes strategic decisions? Who exercises
control? Who is in charge, and who follows?
                  5. For example, as time cannot be bought for political spots on British television, it is less likely
that there will be a ‘market’ for the skills required to produce the sorts of ‘polispots’ common
                     elsewhere.
                  6. Interestingly, Larry Sabato has argued that ‘the decline of political parties (in the US) created
opportunities for consultants…’ (1981, p.10), and that other factors, such as demographic
changes, migration, etc… helped to contributes to their rise.(1981
