             To  avoid  the  formation  of  an  excessively  high  surge  pressure  as  a
           result  of  the  valve  closing,  the  valve must close  fast  enough  to  prevent
           the  development  of  a  significant  reverse  flow  velocity  that  on  sudden
           shut-off  is the source  of the surge pressure.
