● The location of all hazardous wastes within the facility and the quantity at each location.
For disposal facilities, the location and quantity of each hazardous waste must be
recorded on a map of each disposal area.
● Records and results of waste analyses and waste determinations.
● Summary reports and details of all incidents that require implementing the contingency
plan.
● Records and results of inspections.
● Monitoring, testing or analytical data, and corrective action where required.
● Records of the quantities (and date of placement) for each shipment of hazardous waste
placed in land disposal units.
All records and plans must be available for inspection by a state regulatory inspector or U.S.
EPA representative.
14.6.3 BIENNIAL REPORT
The facility must submit a biennial report to the regulatory agency by March 1 of each even-num-
bered year. The biennial report must be submitted on EPA form 8700-13B. The report must cover
facility activities during the previous calendar year and must include:
● For off-site facilities, the EPA identification number of each hazardous waste generator
from which the facility received a hazardous waste during the year; for imported ship-
ments, the name and address of the foreign generator.
● A description and the quantity of each hazardous waste the facility received during the
year.
● The method of treatment, storage and disposal for each hazardous waste.
● The most recent closure cost estimate and, for disposal facilities, the most recent postclosure
cost estimate.
● For generators who treat, store, or dispose of hazardous waste on-site, a description of the
efforts undertaken during the year to reduce the volume and toxicity of waste generated.
● A description of the changes in volume and toxicity of waste actually achieved during the
year in comparison with previous years.
14.7 SUBPART F — RELEASES FROM SOLID WASTE MANAGEMENT UNITS
Facilities must conduct a hazardous waste monitoring and response program. Whenever hazardous
constituents from a regulated unit are detected at a compliance point, the facility must institute a
compliance monitoring program. Also, whenever the groundwater protection standard (40 CFR Part
264.92; see below) is exceeded, the facility must institute a corrective action program. The state reg-
ulatory agency specifies in the facility permit the specific components of the monitoring and
response program.
14.7.1 GROUNDWATER PROTECTION STANDARD
The facility must ensure that hazardous constituents detected in the uppermost aquifer underlying
the waste management area do not exceed specified concentration limits. The state agency
establishes this groundwater protection standard in the facility permit when hazardous constituents
have been detected in groundwater. The regulatory agency specifies concentration limits in the
groundwater for hazardous constituents. The concentration of a hazardous constituent must not
exceed the background level in the groundwater, or it must not exceed the value given in Table 14.3.
