14.7.2 GROUNDWATER MONITORING REQUIREMENTS
The facility must comply with the following requirements for any groundwater monitoring program:
● The groundwater monitoring system must consist of a sufficient number of wells,
installed at appropriate locations and depths to yield groundwater samples from the
uppermost aquifer.
● Represent the quality of groundwater passing the point of compliance.
● Allow for the detection of contamination when hazardous waste has migrated to the
uppermost aquifer.
All monitoring wells must be cased, and the casing must be screened or perforated and packed with
gravel or sand, where necessary, to enable the collection of groundwater samples. The annular space
(i.e., the space between the bore hole and well casing) above the sampling depth must be sealed to
prevent contamination of samples and the groundwater. At a minimum, the program must include
procedures and techniques for sample collection, sample preservation and shipment, analytical pro-
cedures, and chain of custody control.
In detection monitoring (or in compliance monitoring), data on each hazardous constituent speci-
fied in the permit are collected from background wells and wells at the compliance points. The facility
must determine an appropriate sampling procedure for each hazardous constituent listed in the permit.
14.7.3 DETECTION MONITORING PROGRAM
A facility which establishes a detection monitoring program must monitor for indicator parameters
(e.g., specific conductance, total organic carbon, or total organic halogen), waste constituents, or
reaction products that indicate the presence of hazardous constituents in groundwater. The regulatory
