CHAPTER 14
SAFETY
INTRODUCTION
Owners, contractors, and employees must abide by construction safety regulations that
prevent unsanitary, unsafe, and hazardous working conditions that affect an individual’s
health and safety. Disregard of government regulations may result in punishments ranging
from fines to imprisonment. What is more important, improper working conditions can
cause death or severe injury to employees and bystanders (Fig. 14.1).
Laws and regulations that govern the use and installation of a waterproofing system
must be thoroughly researched. Such regulations are available from government offices
that implement policies, including
● Occupational Safety and Health Administration (OSHA)
● Environmental Protection Agency (EPA)
● Department of Transportation (DOT)
● State and local regulations
These agencies have specific and detailed regulations for the use and installation of
building envelope materials, general construction practices, and hazardous chemical use.
Field inspectors ensure compliance with regulations and are empowered to levy fines, vio-
lation notices, and penalties that can lead to prison sentences. For complete protection,
contractors completing work must have written and enforced safety policies and hazardous
waste programs, ensuring compliance with government regulations.
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
OSHA has set extensive standards for occupational safety and health in all workplaces.
Specific OSHA regulations and enforcement policies cover all construction worksites,
including renovation of existing structures. No contractors are immune from OSHA guide-
lines. Regulations for the construction industry cover a broad scope, including:
● General safety and health
● Environmental provisions
● Material handling, storage, use, and disposal
