xliv Enterprise Data Governance
and is based on the Business Rules Management System
(BRMS) approach. The second acts on the processes and is
based on the Business Process Management (BPM) approach.
We will see that the order of implementation of these
repositories follows an indisputable logic: it is first necessary
to regain possession of reference and master data, and then
act on business rules in order to retake control of the
processes. Unfortunately, too many companies adopt an
approach based around processes at the start, leaving aside
the aspect of regaining control of data and its rules; this is a
considerable failure of IT.
The MDM approach is situated in this dynamic of the
re-appropriation of data, rules and, finally, processes. MDM
is not uniquely applied to answer data governance needs. It
must act as a sustainable foundation at the time of the
addition of rules and processes repositories. If the MDM
design fails, it cannot fulfill this role and the improvement of
the transparency of the information system is incomplete.
