        and to analyze the costs and benefits of the investment. Other objectives are planning the
        content, the organization, the budget, and the schedule of the planned program in order to
        initialize the investment.
           The sequence of a conception project and a program for initializing an investment
        becomes a chain of a project and a program (Fig. 7.6). In the conception project, the
        structures for realizing the program to follow are planned. In the program start process,
