                  Continuing,  Hirschfeld  notes,  “The  power  coefficient  of  an  ideal  wind

               machine rotor varies with the ratio of blade tip speed to free-flow windstream
               speed, and approaches the maximum of 0.59 when this ratio reaches a value
               of  5  or  6.  Experimental  evidence  indicates  that  two-bladed  rotors  of  good
