(4) Fuzzy manpower constraint. For those power plants staffed with full-time maintenance
personnel, the effect of manpower constraints may not be considered, but it must be
considered for those without such personnel. In other words, the power plants not staffed
with full-time maintenance personnel may be subject to manpower constraints given that
too much maintenance is conducted at the same time. The fuzzy membership function of
manpower constraint is expressed as:
