the piling participant’s Started queue, and the distribution process completes. Piling
overrides all design time resourcing specifications for the work item. If the work
item is not piled, the process moves on to the Offer Interaction stage.
If the offer interaction is user initiated, the work item is placed on the adminis-
trator’s Unoffered queue to await manual offering (to a number of participants) or
allocation or starting (to a single participant) and the distribution process completes.
