• The scheme should describe the nature and frequency of examination and
testing. The preferred method is the use of an activity list (e.g., task dossier or
detailed work instructions) which identifies the type of examination activity to
be completed, to which SECE and performance standard it is related and how
often it is repeated (Regulation 18(2) & 19(3)(a));
• The scheme should also describe how plant is to be examined prior to being
brought into service or after repair (Regulation 19(3)(b));
• The scheme should detail how the results of the examinations are recorded
(Regulation 18(2) & 19(3)(a)).
In addition to the above it is recommended that the WSET also includes the
following:
• Details of the process implemented to identify PFEER PPE and plant to be
included in the WSET,
• A copy of the performance standards for the PPE and plant covered by the WSET,
• Description of how the examination process is managed and how information is
communicated between all the relevant parties,
• Details of the WSET review and revision process.
A checklist is included below (Fig. 9.1.2) as a guide or prompt for development
of a WSET.
Where a Combined Scheme (e.g., a scheme covering a platform and jack-up drill-
ing rig combined operation) is required by the duty holder, it should include all the
requirements listed above for the Verification Scheme and the WSET.
During the development of any of the written schemes discussed above, it is
important to consider all aspects of the installation’s lifecycle – design, procurement,
fabrication, transportation, installation, hook-up and commissioning, operation,
decommissioning and abandonment. Examination activities in schemes developed
for new projects should reflect all these lifecycle phases. For existing installations
only, examination activities during the operation and decommissioning phases will
be relevant (note – however, some assessment of the project phases will be required
for confirmation of initial suitability of SECEs).
DEVELOPING THE SCHEME ACTIVITY LIST
The list of ICP examination activities is an integral part of any written scheme as it
gives details of what needs to be done, by whom and when. For each performance
statement or criteria there should be at least one examination activity. The informa-
tion included in the activity list, its format and how it is recorded will vary from duty
holder to duty holder. It is recommended that the activity list includes the following:
• Procedure – a description of the examination activity to be performed to verify
that the criteria specified in each performance standard is met,
• Type of examination activity to be performed, e.g., audit, inspection, review or
test,
