The record of SECEs typically provides only a list of systems and types of equip-
ment or systems. In order for the engineer to interpret the legislative requirements,
the scope of each SECE should be clearly specified such that there can be no rea-
sonable doubt as to the precise content of each SECE. If necessary, this should be
down to the level of individual tagged devices or equipment. For the purposes of
subsequent management and reporting, it may be beneficial to consider allocating
an identifier (‘dummy’ tag number) for equipment or systems that are not actually
tagged.
The review should consider all phases of the installation lifecycle; for example,
during the offshore commissioning phase of a new installation there may be tempo-
rary items of equipment provided which should be identified as SECE (e.g., tempo-
rary fire/gas detection).
To complement (not substitute) the above, Fig. 9.1.1 presents a list of systems
(with possible electrical content) that may be appropriate for the installation under
consideration. This list should be used with caution – it is not intended as a check list.
The duty holder’s record of SECE may be subject to revision during the instal-
lation’s lifecycle (e.g., due to modifications, changed use of equipment), and
as such should be considered during the duty holder’s periodic reviews of the
