                                        miles of interstate fiberoptics and who are now being placed into
                                        a position of having to rebuild their entire routing and
                                        infrastructure because of a short-sighted vision.

                                        Figure 5-9 shows the overall demand outstripping the capacities
                                     over short periods. The carriers must now face this dilemma.
