Initiatives dependent upon the formation of new habits require both
management leadership and an effective strategy. During the decade of the
nineties, the U.S. Navy experienced a number of unfortunate incidents, in-
cluding Naval Academy cheating scandals, allegations of sexual harass-
ment, and the suicide of its top officer. Following the suicide of Admiral
Jeremy Boorda, a prominent U.S. Senator stated that the Navy’s problems

were nothing “that can’t be cured by good leadership.” Such laying of
