Phase 3 will, among other things, include better insulation of homes, power
savings and an increased efficiency in the industry, as well as further transition
to electric vehicles in transport. The changes in phase 3 must be coordinated
with conditions and activities in the rest of the country. The changes are not
made more specific, and no attempt has been made to assess the need for
investments.
