             (Henan, Hubei, Hunan, and Jiangxi), Anhui has the closest proximity to
             Shanghai, Jiangsu, and Zhejiang, which are the wealthiest provinces by per
             capita GDP at purchasing power parity after Tianjin and Beijing (NBSC, 2016).
             This may suggest that Shanghai/Jiangsu/Zhejiang were the greatest sources of
             low-end industrial expulsions and subsequent out-migrating high-polluting in-
             dustries. Among Anhui’s cities, Hefei received the largest shares of the beyond-
             province investment flowing into the province. 5
                As shown in Fig. 16.2, Anhui has also led the region in the provincial
             investment in the treatment of environmental pollution, the largest individual
             shares of which went to Hefei. Since financing for public investment has
             shifted progressively downward to the provincial level and below as fiscal
             centralization has deepened, including for environmental matters (Wong,
             2014), Anhui’s spending levels in the treatment of environmental pollution
             was most likely both the Anhui provincial government’s own decision and
             from its own provincial budget, rather than that of the central government.


             5. In 2009, of Anhui’s total 464 billion RMB in beyond-province investment, Hefei received the
               largest share at 77 billion RMB, followed by Wuhu and Anqing, with 57 and 45 billion RMB,
               respectively. In 2010, of Anhui’s total 683 billion RMB of this investment, Hefei received the
               largest share among the cities of 115 billion RMB, followed by Wuhu and Xuancheng, with 91
               and 66 billion RMB, respectively. In 2011, of Anhui’s total 418 billion RMB, Hefei received 70
               billion, followed by Wuhu with 50 billion, and so forth. In 2012, of Anhui’s total 528 billion
               RMB, Hefei received 87 billion RMB, again the largest share of Anhui cities. In 2013 and 2014,
               of Anhui’s total inflows of 679 and 794 billion RMB, respectively, Hefei received 100 billion
               and 114 billion RMB. These data were obtained from investment utilization reports. For
