             Various members of the project team assume responsibility for different portions of the
             commissioning plan, with the general contractor assuming responsibility for most of
             the requirements outlined in the construction documents. Finally, during and after
             construction the following two main items are done:
                  •  The installation and performance of the listed commissioned systems are verified.
                  •  A summary commissioning report is completed.

                 The CxA should have experience with at least two projects of similar magnitude
             and complexity as the project in question. The USGBC expects this commissioning
             authority to be familiar with these steps. Further details can be found in the LEED-NC
             2.2 and 2009 Reference Guides and will not be included here. However, it is very
             important that the commissioning steps be well documented and verified during the
             construction phase. They are a part of the construction phase submittal. The following
             list is a good outline from the LEED-NC 2.2 and 2009 Reference Guides of the items that
             should be covered for the contractor in the construction documents so that his or her
             construction engineers and managers can adequately fulfill their portion of the
             fundamental commissioning (Cx) requirements:
                  •  Commissioning team involvement
                  •  Contractor’s responsibilities
                  •  Submittals and submittal review procedures for Cx process/systems
                  •  Operations and maintenance documentation, system manuals
                  •  Meetings
                  •  Construction verification procedures
                  •  Start-up plan development and implementation/Functional performance testing/
                    Acceptance and closeout
                  •  Training
                  •  Warranty review site visit
                 There is an additional commissioning opportunity that can earn a credit point in 2.2
             and 2 credit points in the 2009 version, EAc3: Enhanced Commissioning. A summary table
             of the additional steps in the commissioning process that are needed for enhanced
             commissioning as compared to fundamental commissioning has been included in the
             LEED-NC 2009 Reference Guide and is included here as Table 4.0.2.
                 Various definitions have also been included in the LEED-NC 2009 Reference Guide.
             These are presented in App. B and cover the following terms: basis of design (BOD),
             commissioning (Cx),  commissioning plan, commissioning report, commission specification,
             commissioning team, installation inspection, owner’s project requirements (OPR), and systems
             performance testing.

             EA Prerequisite 2: Minimum Energy Performance
             The intention of this prerequisite is to establish and require a minimum energy efficiency
             in the building and many of its systems.

             USGBC Rating System LEED 2002

             for EAp2 as follows:
