For the purpose of this credit, low-emitting and fuel-efficient vehicles are defined as vehicles that
are either classified as Zero Emission Vehicles (ZEV) by the California Air Resources Board (CARB)
or have achieved a minimum green score of 40 on the American Council for an Energy Efficient
Economy (ACEEE) annual vehicle rating guide.
“Preferred parking” refers to the parking spots that are closest to the main entrance of the
project (exclusive of spaces designated for handicapped) or parking passes provided at a discounted
                price.
                Potential Technologies and Strategies
Provide transportation amenities such as alternative-fuel refueling stations. Consider
sharing the costs and benefits of refueling stations with neighbors.

             Calculations and Considerations
This credit actually covers two different sets of vehicles: one is the low-emitting and
fuel-efficient vehicle (LEFEV) category for which Options 1, 3, and 4 in LEED 2009 apply.
The other is the alternative-fuel vehicle (AFV) category for which Option 2 in LEED
2009 applies. There is some overlap between the two sets, and they are further defined
             in the following sections.
Options 1, 3, and 4 (LEED 2009) For Option 3, determine the FTE by Eqs. (2.4.1) through
(2.4.3), and then determine both the minimum number of low-emitting and fuel-efficient
vehicles to provide and the minimum number of preferred parking spaces or passes
designated for these types of vehicles (LEFEVP3) by Eq. (2.4.8).

                                        LEFEVP3 = 0.03 × FTE                     (2.4.8)

The number of low-emitting and fuel-efficient vehicles and preferred parking spaces or
passes (LEFEVP3) must always be a whole number, and any fractional results must be
rounded up to the next-higher whole number.
The submittal for Option 3 should include these LEFEVP3 preferred parking
calculations and a site plan showing the number and location of LEFEVP3 preferred
parking spaces. The submittal should also include a listing with the number, make,
model, manufacturer, and ZEV or ACEEE vehicle score of each low-emitting and fuel-
efficient vehicle provided for the FTE occupants.
For the Option 1 submittal, confirm the number of total parking spaces provided for
the project (TP), confirm that the minimum number of preferred parking spaces for
low-emitting and fuel-efficient vehicles (LEFEVP1) is at least 5 percent of this total, and
show the location(s) of the preferred parking for these low-emitting and fuel-efficient
vehicles on an area map. The number of LEFEVP1 preferred parking spaces is given by
Eq. (2.4.9). It must always be a whole number, and any fractional calculations must be
rounded up to the next-higher whole number.

                                         LEFEVP1 = 0.05 × TP                     (2.4.9)
Alternatively, Option 1 may be obtained by simply providing discounted parking rates
to any low-emitting or fuel-efficient vehicle, with at least a 20 percent discount, and
available for at least two years.
For the Option 4 submittal, determine the FTE by Eqs. (2.4.1) through (2.4.3), and
then determine the number of low-emitting or fuel-efficient shared vehicles to provide
