                            site. The names of the personnel assigned to the badge, along with all other proper iden-
                            tification and documentation should be gathered and returned by the subcontractor’s
                            foreman to the CM/GC for control purposes. In addition, the CM/GC may wish to con-
                            sider ensuring that all construction personnel have received their safety training specific
                            to the site prior to issuing them a security badge.

                            A security guard should be posted at the construction personnel gate during normal
                            working hours (in addition to 1 hour before and after) to control site access for the
                            majority of the construction personnel. An off-hours site access gate should also be
                            established for personnel working late or arriving early, and for emergency off-hour
                            access to the site. Security guards are normally supplied and controlled by the CM/GC
                            during the construction phase of the project, as part of the general conditions of the
                            project.




        SITE ACCESS BY THE OWNER


                            If the owner is going to occupy the building, or a portion thereof, during the construc-
                            tion process (which often happens later in the construction cycle as the project is nearing
                            completion), then a separate entrance should be established for the owner’s personnel,
                            with the owner’s own security guards and procedures in place. Once the building is
                            cohabited by both the owner and CM, it is a good idea to have one security force pro-
                            vide security of the site. This is usually supplied by the owner.




        SECURITY OF CONSTRUCTION MATERIALS


                            Construction materials are delivered to a temporary loading dock for the site, which
                            is usually located on street level, adjacent to the hoist. A security guard should be
                            posted at this location to control the delivery of all materials, as well as the removal
                            of all debris from the site. The guard should have a copy of the delivery schedules
                            and hoist log to ensure that the deliveries are scheduled, and occur in the sequence as
                            scheduled, or make the necessary adjustments as the day’s construction operations
                            may require. The security guard should record all deliveries and removals, company
                            name, license plate and operator of the truck, and any unusual activities. These logs
                            should be turned over to the CM/GC daily for review, scheduling, and security con-
                            trol purposes.


                            Any personnel accessing the site with construction materials should also be docu-
                            mented and controlled. The loading dock entrance should not become an alternate back
                            door entrance to the construction site. The loss of construction materials is costly to the
                            project in both money and time.
