(b) Hazardous wastes are to be transported only in EPA-registered vehicles. Moe’s
pickup truck for transport to and from the river is clearly unacceptable and is a vio-
lation of 40 CFR 262.12(c). Since hazardous waste is being transported, a Uniform
Hazardous Waste Manifest should have been completed as well. Manifesting require-
ments are delineated in 40 CFR 262.20.
(c) The truck will need to be de-contaminated.
(d) Because TCE is a F001 listed hazardous waste, the contents of the entire UST includ-
ing the mop water, are also considered hazardous. The Mixture Rule, 40 CFR
261.3(b) and (d), states that hazardous waste mixed with non-hazardous waste con-
stitutes hazardous waste.
(e) The drums must be repacked into stable, nonrusting containers.
