8-14 COMPETENCY FACTORS IN PROJECT MANAGEMENT
National Competency Standards for Project Management, Australia
There are 12 levels in the Australian Qualifications Framework (AQF), from school level
to doctorate, and the National Competency Standards for Project Management have been
developed at levels of Certificate IV, Diploma, and Advanced Diploma. The standards
have been adopted by the Australian Institute of Project Management as the basis for its
professional registration process (Table 8.2).
There are nine units in the standards, which reflect the nine knowledge areas of the
PMBOK Guide (Table 8.3).
The Australian performance-based standards, through both the AQF qualifications
(Certificate IV, Diploma, and Advanced Diploma) and the Australian Institute of Project
Management’s Registered Project Manager program, are very strongly supported in
Australia, with a number of organizations, including the Defence Materiel Organisation
(DMO), requiring project staff to achieve these qualifications. A number of other organi-
zations support staff in gaining the qualifications. As of January 10, 2006, 945 people had
been awarded the Australian Institute of Project Management’s Master Project Director
certification, and 1813 had received the Registered Project Manager qualification. 16

The U.K. standards, which are the responsibility of the ECITB, are intended to be generic
and applicable:
● At Level 4. To all those who take responsibility for managing projects at the opera-
tional level.
● At Level 5. To those with a strategic role in project management.
