8-16            COMPETENCY FACTORS IN PROJECT MANAGEMENT

           The National Certificate in Generic Project Management (Project Administration
        and Coordination) at NQF Level 4 is available with electives offering specialization in
        one of the following:
        ● Supervising a project team of a developmental project to deliver project objectives
        ● Supervising a project team of a technical project to deliver project objectives
        ● Supervising a project team of a business project to deliver project objectives
        ● Supporting project environment and activities to deliver project objectives

           The qualification is intended to provide recognition of basic project management
        skills in the execution of small, simple projects or providing assistance to a project man-
        ager of large projects. The focus is primarily on skills as a project team member but
        includes working as a leader on a small project/subproject involving few resources and
        having a limited impact on stakeholders.
           There are 15 core titles or units and 4 elective titles that relate to differing contexts or
        specializations, as indicated earlier (e.g., developmental or technical projects). The struc-
        ture and number of units bear more similarity to the revised U.K. standards (ECITB,
        2002) than to the Australian standards.




        GLOBAL PERFORMANCE-BASED STANDARDS
        FOR PROJECT MANAGERS

        Since the mid-1990s, there has been considerable interest in the development of global
        standards for project management to assist both mobile practitioners and global corpora-
        tions faced with a range of different project management standards, guides, and
        qualifications offered by professional associations and other organizations throughout
        the world. Following from a global working group on standards initiated by the interna-
        tional project management associations, global performance-based standards for two lev-
        els of project manager have been developed. This initiative is known as the Global
        Alliance for Project Performance Standards (GAPPS) and formerly as the Global

        Performance Based Standards for Project Management Personnel (GPBSPMP).
           In the course of this initiative, research was undertaken to review and compare exist-
        ing project management standards and guides for knowledge and practice. Knowledge
        guides selected for review were
        ● APMBoK: APM Body of Knowledge, 2000 edition
        ● ICB: IPMA Competency Baseline, 1999 edition
        ● P2M: A Guidebook to Project and Program Management for Enterprise Innovation,
          2001 (PMCC, Japan)
        ● PMBOK Guide, 2000 edition, PMI
        Performance-based competency standards reviewed were
        ● NCSPM: National Competency Standards for Project Management (revised draft
          version 1.1, February 2003, BSTA, now IBSA) (Australia)
        ● ECITB: National Occupational Standards for Project Management (prelaunch version,
          September 2002) (United Kingdom)
