                The government added a fourth pillar to Vision 2030. This pillar, Enablers
             and Macroeconomics, includes things such as environment, water, sanitation,
             energy, and infrastructure that are required as foundations for the reforms laid
             out in the first three pillars.
             Enablers and        Enablers and Macroeconomics can be broken down into
             Macroeconomics      key sectors that provide stable platforms for the three
                                 pillars and overall growth:
                                 l Macroeconomic stability for long-run growth
                                 l Infrastructure
                                 l Energy
                                 l Science, technology, and innovation
                                 l Land reform
                                 l Human resources development
                                 l Security
                                 l Public sector reforms

                To achieve the goals set out in the pillars of the Vision, the Kenyan gov-
             ernment launched a significant number of flagship projects. Under the eco-
             nomic pillar, several initiatives were established to boost the aforementioned
             sectors, including development of resort cities on the coastline to boost
             tourism, a fertilizer cost reduction initiative and land-use master plan to boost
             the agricultural sector, establishment of a free trade port in Mombasa to
             connect Kenya to Dubai for the benefit of the wholesale and retail sectors, as
             well as issuance of benchmark sovereign bonds for the benefit of the financial
             sector. The flagship projects for the political pillar include establishment of the
             Kenya School of Government, judicial and legal reform, and security and
             policing reform, as well as building a nonpartisan professional research center
             to improve parliamentary law making. The social pillar was by far the focus of
