                       s  (OW CAN EMPLOYMENT BE STABILIZED IN SUCH A MANNER AS TO
                          AVOID HARMFUL EFFECTS ON THE STABILITY OF THE ECONOMY  ON ITS
                          DEVELOPMENT  AND ON ITS GROWTH  )N PARTICULAR  HOW CAN EM-
                          PLOYMENT BE STABILIZED WITHOUT CREATING INmATIONARY FORCES
                          What will this effect be on adaptability of the economy and
                          OF THE EMPLOYEE TO TECHNOLOGICAL CHANGE  AND HOW CAN WE
                          AVOID ABUSE OF ANY EMPLOYMENT STABILIZATION TO PREVENT TECH-
                          nological progress and technological change?
