Timekeeper
The timekeeper is responsible for the logging of all time for all trade personnel assigned
to the project working on the CM/GC’s staff that is providing logistical support to the
project. These personnel may include the personnel hoist operator, the material hoist
operator, the teamster, the master mechanic, laborers, and delivery truck drivers.

unions or non-union, depending on the project and its location, and are assigned to work
on a given construction project. They are placed on the CM/GC’s payroll for a specific
project only, and then reassigned to other projects thereafter. Simply stated, without a
proper time sheet or ticket, they will not be paid.
Plan Clerk
The plan clerk for a project is responsible for receiving and distributing all project
documentation, including construction drawings and specifications to the subcontrac-
tors, maintaining document logs, request for information logs, sketch logs, shop
drawing logs, field information memo logs, submittals of cuts and samples, and approval
status. The plan clerk is the central depository of all construction documentation for
a project. The plan clerk also arranges for all messenger and blueprint services for the
project. Project management systems are of great assistance to the plan clerks in per-
forming their duties and responsibilities, and tracking all appropriate documentation.
In today’s computer and technology age, much of the project documentation and files
are available electronically and greatly saves the cost of paper (as well as some trees
in the forest!).
Site Safety Manager
The site safety manager is responsible for the overall safe work practices and proce-
dures of all personnel and firms working on the construction site. The CM/GC will
develop a site-specific safety plan, and each subcontractor will be responsible for comply-
ing with the plan, holding safety meetings, training personnel, ensuring proper safety
equipment is being utilized by all workers at the site, inspecting and maintaining equip-
ment, investigating all incidents and accidents, and developing corrective action
programs to minimize any injuries, fatalities, or accidents. Many CM/GC firms are
implementing a safety training program for all personnel prior to allowing them to work
on a specific site.
PROJECT STAKEHOLDERS
Every construction project is unique and has unique personnel who will be working
directly, indirectly, or be affected by the project (project stakeholders). It is important
to identify all of the project stakeholders, and understand the focus and concerns each
has on the project. The stakeholders must be dealt with both individually and collec-
tively. It is important to develop a “win-win” strategy for all of the stakeholders
involved in the project and to have each of them be supportive and committed to the
project. Exhibit 1-11 contains a sample list of project stakeholders.
