For urban runoff pollution prevention and control programs, the program team should
be made up of municipal personnel: public works personnel; conservation officials; engi-
neering personnel; parks personnel; and planning and other officials who regularly deal
with or control issues such as utilities, land use and zoning, development review, and envi-
ronmental issues. The team should be multidisciplinary and able to address the engineer-
ing, land use, and environmental issues that will need to be resolved. It is important to in-
volve all entities, including political officials and the public, who have a stake in the
program outcome.
