               SCL and IEC 61850 define the substation/system configuration descrip-
            tion testing.
               This is done using the following tools:
              Diagnostic tool: these isolate the cause of the problem which is detected
               by self-monitoring supervision of the system or the problem detected dur-
               ing testing process.
              Simulation tool: these simulate the conditions and signals to test the
               system.
              Documentation tool: reports the results in a SCD file.
               In general the commissioning procedures for the protection and control
            systems based on IEC 61850 can be done as follows:

            1. The tests which can be classified as secondary tests in conventional
               system:
               a. Relay (IED) testing as normal conventional system.
               b. Relay isolation (blocking of relay outputs for trip signals) by a
                  manual command that puts the relay into test isolated mode then all
                  commands from the IED (relay) going through the process bus will
                  be disabled. At that moment the relay screen will show the LED in
                  service in red or “off” position.
               c. Connect the relay injecting set to the substitute merging units after
                  disconnecting the original merging units which connect the primary
                  equipment in switchgear to the relay. Put the relay in test-substituted
                  mode to test the relay through its input fibers and substitute merging
                  units.
               d. Relay restoration to service: reconnect the fiber cables of the
                  original merging units of the relay and put the relay into “In service
                  mode.”
            2. The tests which can be classified as primary tests in conventional
               systems/merging unit/primary equipment:
               a. Use a temporary relay and inject the primary equipment with primary
                  or secondary injection and note the values measured by the temporary
                  relay.
               b. Issue the commands from the temporary relay to the CB and check
                  the operation of the CB in the switchgear.
               c. Note any alarms or signals coming from the CB to the temporary
                  relay.

            3. Final test of SAS (Substation Automation System)
               a. Test the total automation system of substation by issue the manual
                  tripping orders and closing orders to the CB through human machine
                  interface to the substation automatic system.
