CHAPTER14
Planning and
Execution of
Wind Projects
By failing to prepare, you are preparing to fail.
—Benjamin Franklin
Introduction
Similar to other energy projects, wind projects are long and complex.
Wind resource assessment is the longest duration task in the pro-
cess, while installation and commissioning happen in short duration.
Therefore, installation and commissioning require sophisticated man-
agement of the supply chain of the project.
This chapter starts with the high-level components of a wind
project. The first component of a wind project is the development
phase. The five phases of development are described next. The fol-
lowing section covers construction, installation, and commissioning.
Here, construction of infrastructure, foundation, turbine erection, col-
lection system, substation, and commissioning are described. The final
section deals with operations of a wind project.
High-Level Project Plan and Timeline
A wind project can be broken into three distinct phases as described
in Fig. 14-1:
1. Development. The development phase of a wind project
involves all the activities starting from prospecting, wind
