A different way to accomplish this step is by creating the layer first, selecting

it in the Layer tool bar, and then adding dimensions and/or annotations; by

pre-selecting the layer, any annotations,

dimensions, center marks, centerlines, models, etc. will be Reference v ~

automatically assigned to it.
