74 Enterprise Data Governance

modification. On the other hand, if a user identifies a
classification error that s/he wishes to correct, s/he can do so
if s/he holds a degree of reliability superior to the
classification already in existence. This MDM system
integrates the notion of information reliability in order to
control update authorizations. It is a powerful device that
enables this banking company to be better aligned with
business regulations. The gaps in the requirements of this
regulation could induce strategic problems, going as far as a
declassification of the bank in the rating systems.

A better management of data reliability is an important
vector in the valuation of an MDM system. Taking this into
account is too often neglected in favor of an approach which
is only directed towards data quality.

4.3. The financial gain of mastering operational risks

Atypical behaviors in an organization, i.e. those not
closely related to an expected function or considered normal,
must be detected as soon as possible.

This is of strategic interest: it means highlighting
abnormal situations that could lead to a company taking
unacceptable risks. These risks have a financial value that
we are looking to regain, or more precisely not to lose, by
putting in place a supervision solution applied to the whole
Information System and its underlying IT systems. We will
see that the MDM approach considerably contributes to this.

4.3.1. An all too often inefficient control system

The supervision of an Information System is fairly simple
to describe. It is an execution of a set of business rules that
enable the surveillance of operational tasks carried out by a
                                company. These rules  must be specified by business users;
