The thrust and substance of these subparts are highlighted in the following:
Subparts A and B: General and General Interpretation
Subparts A and B deal with general provisions concerning scope, general policy, variances, etc.
Subpart C: General Safety and Health Provisions
This subpart deals with the general safety and health provisions. Instructions about the work
areas of employment to be free from unsanitary and hazardous conditions are given. Employers
were given the responsibilities to initiate and maintain accident prevention programs. Frequent
and regular inspections of the job sites and materials by competent persons are required.
Machines and tools are to be used by only trained and competent personnel. OSHA is asked to
establish and supervise training and education of the employers and employees in the recogni-
tion, avoidance, and prevention of unsafe conditions in the employment. The OSHA Technical
Institute, located in Des Plaines, Illinois, provides training and education in safety and health for
public- and private-sector employers and employees.
OSHA also provides funds to nonprofit organizations toward training and education in
those areas where there is a lack of workplace training. This subpart deals with first aid and
medical attention, fire protection, housekeeping, illumination and sanitation, means of
egress, etc., at workplaces.
Subpart D: Occupational Health and Environmental Controls
This subpart gives detailed provisions for providing first aid and medical services at the
workplaces.
1926.51. Sanitation is emphasized with the requirements on the following:
• Potable water
• Nonpotable water
• Toilets at construction sites
• Food handling
• Temporary sleeping quarters
• Washing facilities including toilets and shower facilities
• Eating and drinking areas
• Vermin control
• Change rooms
