           During the second phase, when the United States occupied Iraq, Paul Bremer
        served as the de facto President of Iraq. During this phase, the goal of the CPA was to
        complete the rebuilding process and then to exit Iraq.
           The third phase of the march to Iraqi freedom was to partner with Iraq. During this
        phase, which began on June 30, 2004, the U.S. State Department, lead by Ambassador
        Negroponte, was in a partnering relationship with the appointed provisional government
        of Iraq lead by Prime Minister Allawi. The mission of the coalition and therefore the mis-
        sion of the CPA in this phase was “nation building.” The three pillars of nation building
        are illustrated in Figure 12.2.
           In March 2004, Colin Powell defined the goals of nation building as follows:

           Our goal is to give the Iraqis a country based on democracy, freedom, individual rights of
           men and women, a free market system; an Iraq that will live in peace with its neighbors and

           with the world community.
           Thus, on July 1, 2004, the role of the CPA transitioned from “rebuild Iraq” to “sup-
        port the nation building mission.” And the exit strategy was redefined from exit Iraq
        when rebuilding is complete to when there is (1) a secure environment, (2) economic
        stability, and (3) democratic processes in place.
