        Capacity Building

        Part of Public Law 108-106 required that the CPA implement a capacity-building program.
        The goal of capacity building is to ensure that Iraqis will have the capability not only to
        operate and maintain the facilities but also to ensure that appropriate systems and policies
        are in place at both the national and local levels to allow for the continued effective and
        efficient operations of the rebuilt and newly built infrastructure. Table 12.3 presents the
        five-level model that was used to define and design the capacity-building program.
           A brief example follows to clarify what each level of the capacity-building model
        means. Suppose that in a given city in Iraq there was a municipal water utility. Further
        suppose that the utility had two facilities: a water-purification plant and an administra-
        tion building. Below is an explanation of the activities that would need to occur at

        each level of capacity building so that the water utility would operate effectively.
        ● Level 1. For a municipal water utility to exist, there would need to be a national
          policy directive stating that water utilities are to be owned and operated by cities as
