personnel worked closely with the Iraqi Minister of Education to identify which school
projects would be funded. Final selection of projects to be implemented was left to the
Iraqi ministers. Eventually, 2500 projects estimated to cost $12.4 billion were selected.
Table 12.4 shows the number of funded projects and the project values by sector
and subsector.
Baghdad-centric
All the Iraqi ministers were located in Baghdad, as were all the SPMOCs, whose func-
tion it was to document and guide implementation of the selected projects. Thus the
system to identify and select projects for implementation was Baghdad-centric,
