to improve communications with the key stakeholders listed earlier. Figure 12.4 illustrates
the locations of the MNFs and members of the outreach program.
Working in a War Zone
Several adjustments to the program were made to facilitate working in a war zone:
● The goal was to put an Iraqi face on all projects. In the community-based programs
such as AIRP, projects were awarded directly to Iraqi firms. In the IRRF II program,
all work was subcontracted to Iraqi firms. Thus there was no need to have Americans
located at project sites. The insurgents were continually looking for coalition projects
and sometimes would come to a project site, such as a school rehab project, and ask
the Iraqi contractor who he was working for. To avoid these problems, all the school
contractors were provided with letters from the Iraq Minister of Education indicating
the school rehab was being done for Iraq not for the Americans.
● On the larger oil, water, and electric sites, a secure camp complete with a secure perime-
ter and armed guards would be set up at each project site. Americans at the project site
would live at the project site and leave the site only as required.
● To help the DB contractors have secure camps, a program was established to assist the
DB contractors to colocate camps with the MNFs.
It is important to understand that the goal of the insurgents was to disrupt the
reconstruction, not to destroy the infrastructure. While the insurgents might blow up a
